Derive monomial types from polynomial basis elements - #399

Return the corresponding monomial type for algebra elements and terms in non-monomial bases. Preserve the monomial identity case so type discovery does not recurse through term_type. Test monomial types, constant monomials and array variable discovery with the shared basis tests.
