release: prepare 0.3.0 - #75

Closes the [Unreleased] section as [0.3.0] and cuts the matching docs snapshot. 0.3 earns a snapshot rather than a marker because it changes documented behaviour in three places, not just adds to it: redaction now over-redacts around an ambiguous backslash, which moves the fingerprint a query groups under; `explain` refuses input it used to accept; and `--format json` moved from stderr to stdout. `/docs/` therefore has to keep describing 0.2 for anyone still on it. Only the changelog and the snapshot are here. Per CONTRIBUTING the root tag comes first and the satellites are pinned to it afterwards, so neither belongs in this commit — the eight `go.mod` files still require v0.2.0 and are updated once v0.3.0 exists.

Summary
Closes the
[Unreleased]section as[0.3.0]and cuts the matching docs snapshot. No code changes.0.3 gets a snapshot rather than just version markers because it changes documented behaviour three times over, not merely adds to it:

The satellite pinning.
CONTRIBUTING.mdhas the root tag going first and the satellites pinned to it afterwards, so the eightgo.modfiles still requirev0.2.0— they cannot point atv0.3.0until it exists. Sequence after this merges:git tag v0.3.0 && git push origin v0.3.0go mod edit -require …@v0.3.0across the eight satellites, make tidy && make testVerification
GOWORK=off make test— all 14 packages pass. This is the check that matters for a release:go.worknormally hides a satellite compiling against a core version it does not actually require, so this is the only run that sees what a consumer's build sees.onBrokenLinks: 'throw'.make cigreen apart fromlint-docson an untracked local scratch file outside this branch.maxLiveVersionsis 4 andversions.jsonnow holds["0.3", "0.2"], so 0.2 stays live and nothing was pushed out of the served set.Version markers were left in place: the rule in
VERSIONING.mddrops a marker only once it names a version older than the oldest live snapshot, and 0.2 is still live.
