Bump scorecard-action to v2.4.4 - #301

v2.4.2 bundles a Scorecard that does not expand Dockerfile ARGs, so
the digest-pinned per-major stage selected by FROM pg-${PG_MAJOR} in
Dockerfile.pg is reported as unpinned. v2.4.4 (Scorecard v5.5.0)
resolves ARG defaults.
