📖 Description

Refreshes the squad from Squad-Spec-Repository-Template (profile dotnet). The Sonar gate now only reads the CI code analysis of the draft pull request in step 11, because SonarQube Cloud does not let the organization read branch data; .squad/stack.md no longer describes a local scanner run, and SONAR_REPORT_TASK leaves squad_settings.py. squad-log.py warns when an agent is continued past the cap, and the rules route new scope on an open PR to the Lead and bind code conventions to their language. Product PRs may now change .squad/tools/squad_settings.py; decision 0003 is released, so the new record 0017 amends it.
