Updates the Docker builder from Go 1.27.1 to Go 1.27.3 and aligns the Go CI and vulnerability-check workflows with that toolchain. The go.mod minimum remains unchanged.
The original 1.27.2 update was superseded by Go 1.27.3, which fixes GO-2026-6809 in crypto/x509. A fresh scan on 1.27.2 detected that advisory. Prior CI selected Go 1.26.8 from go.mod, so changing only Docker left vulnerability checks on the older compiler.
