Summary

• Stream source-file discovery and stop when configured file-count or combined source-byte limits are exceeded, before analysis starts.
• Preserve supported-file filtering, exclusions, duplicate handling, and deterministic analysis order.
• Include stable error codes in CLI output for limit failures.
• Document defaults, configuration, and CLI overrides.

Verification

• ./node_modules/.bin/jest packages/cli/src/commands/scan.spec.ts --runInBand (6 tests passed)
• TypeScript diagnostics for the changed files: clean
• git diff --check: passed
