Adjust BlurToolbar to create TopAppBar colors directly instead of copying the defaults, likely to stay compatible with the updated Compose/material API. The build setup now includes `mavenLocal()` for both dependency and plugin resolution, and bumps `mmrlx` to `1.0.174`.
