[codex] Scope OmniGraph skill to released 0.10.0

What & why

The bundled skill claims 0.10 compatibility but includes instructions for behavior outside that release. Scope it explicitly to released OmniGraph 0.10.0, restore release-compatible query and data guidance, and remove speculative roadmap details.

Clarify calendar-day input and exact mutation/load receipts, link the existing cluster reference, and pin upgrade documentation to the v0.10.0 tag. The final diff contains only six skill files.
