[None][fix] Publish cache reset events without waiting for inference - #21142
Prefix-cache resets do not emit a streaming AllBlocksCleared event, and captured events can remain unpublished until another inference iteration. Emit the reset marker after the native reuse tree is cleared, translate it through the existing bindings and wire-event path, and flush events before the reset returns.
The marker preserves earlier event ordering and bypasses the native stored-event capture cap. Reset clears the sink's residency bookkeeping so the same prefix can be reported again after repopulation. No OpenEngine schema change is needed.
Native CPU regression reproduced missing reset events before the fix and passes afterward.
29 existing CPU streaming-event cases passed in a source-backed native bridge harness.
12 native streaming GPU cases passed on RTX 5880 Ada, including the two new empty/populated-cache reset cases. Coverage includes live ZMQ delivery without another inference iteration, ordered replay, repeated resets, a full stored-event capture cap, and repopulation of the same prefix.
Both new GPU cases fail when reset-time flushing is omitted.
Pinned Ruff, clang-format, cmake-format, and git diff --check passed.
The GPU validation rebuilt the current native cache C++/CUDA subsystem and nanobind source in an isolated validation module, and executed the checked-in test functions, production wire translator, and reset/flush methods from source. It was not a full installed-engine or serving-process run. Upstream CI, multi-rank buffered attention-DP resets, and an actual paused-engine control RPC remain unvalidated.
Dev Engineer Review
BlockRadixTree::clear() now sends an AllBlocksCleared marker after it clears the reuse tree. The streaming sink adds the marker outside the per-iteration capture cap and clears stored-block residency tracking. The Python reset path flushes events before reset returns.
The marker passes through the native event variant, Python binding, and wire-event conversion. No OpenEngine schema change is required. Verify ordering and delivery when the capture cap is full. No current review findings were supplied, so severity counts are unavailable.
QA Engineer Review
The changes add a C++ unit test and a CUDA-gated Python test for empty and populated caches. The tests cover repeated resets, idle reset publication, replay, prefix repopulation, and dropped-event counts. The Python test does not appear in the searched tests/integration/test_lists/ files.
The supplied results report 29 existing CPU streaming-event cases and 12 native streaming GPU cases passing. GPU validation used an isolated validation module, not a full installed engine or serving process. Upstream CI, multi-rank buffered attention-DP resets, and a paused-engine control RPC remain unvalidated.
Coverage verdict: needs follow-up. The integration test is not listed in the applicable CI or manual-QA lists, and the supplied validation does not cover a full installed engine or serving process.

Walkthrough
KV cache resets now publish an ordered AllBlocksCleared event. The native streaming sink queues the marker, and Python converts it to the wire-format event. Reset handling flushes events, and replay retains the marker.
The event sink adds an all-blocks-cleared callback and event type. BlockRadixTree::clear() invokes the callback, and StreamingEventSink queues the marker and clears remembered stored-block residency.
The Python surface exposes the new event type. Reset handling flushes iteration events, and event draining converts the native marker to the wire-format AllBlocksCleared event.

Include AllBlocksCleared in the wire-format event list.
The new reset contract adds a third wire event type, but this paragraph still says an event is BlockStored or BlockRemoved. A consumer implementing the documented format can reject the reset marker. Add AllBlocksCleared to this list.
