Assert the generated input-10 row constraint.

The cache-key assertions do not validate the inferred shape. _find_nearest_profile replaces every constrained dimension with -1, and profile generation applies input 10 and input 11 through separate callbacks. Therefore, an incorrect input-10 constraint can pass while the input-11 assertion remains correct.

Suggested fix
         shapes = profile.get_opt_shapes()
+        assert shapes[10] == (shapes[7][0], shard_n // 2)
         assert shapes[11] == (shapes[7][0] * shard_n // 16,)

Review comment at @tensorrt_llm/_torch/custom_ops/cute_dsl_custom_ops.py around
lines 15983 - 15985:
In the profile-generation path that uses ConstraintSpec and
helper.infer_shape_max_num_permuted_tokens, validate the generated input-10
shape against input 7’s leading dimension and half of shard_n; keep the existing
input-11 assertion independently checked.
