docs: configure Context7 and fix NVML wording

Summary

• Configure Context7 to index CUDA Python source docs, component examples, guidance rules, and selected release tags.
• Include current 13.x CUDA Python releases, selected 12.x releases, and component release tags for cuda-core and cuda-pathfinder; 12.x coverage is limited to tags whose available folders overlap the current source-docs layout.
• Fix incorrect NVML expansions and use “NVIDIA Management Library”.
• Fix cuda.core.system / NVML compatibility wording that previously referenced the wrong CUDA 13 threshold; it now matches the implementation check: cuda-bindings 12.9.6+ on CUDA 12.x or 13.2.0+ on CUDA 13.x.
• Include generated cuda_core stub updates from the changed source docstrings.
