Overview
Loads our Plausible tracker from pulse.peng.ly, but only when the build has
PUBLIC_PLAUSIBLE_SCRIPTset. Deploy passes it in from the repo variable of the same name (already set), so forks and the Docker images build without it, and the page doesn't get so much as an empty script tag.Issue Number

Additional Info
Built it both ways. Off, there's no mention of pulse.peng.ly anywhere in
dist/. On, every real page carries the loader - 774 of the 1489index.htmlfiles, the rest being the codename redirect stubs. No script CSP here, onlyframe-ancestors.90 tests pass. I'll check a visit turns up in Plausible once it's deployed.
