Description

this pull request implements the co-simulation interface in preparation for its implementation in the application

Proposed changes

as with the previous in this series, there's a small amount of diff noise here from breaking this out of the earlier monolithic commit which included formatting changes

• add client/server transport and message handling
• add co-simulation interface tests

Checklist
