wxGUI: Skip size event in MapPanelBase.OnSize to let AUI lay out panes - #7941

Conversation
wxWidgets 3.3 (wxPython 4.3) changed wxAuiManager to bind its size handler to the managed window instead of pushing itself as an event handler. Bound handlers run newest first and stop at the first one that does not skip the event, so the map panel's own size handler, bound after the manager was created, swallowed the event. The manager never laid out its panes and the map window kept its initial size. Diagnosed with the help of Claude Code.

Problem with newer wxPython (4.3.1):

wxWidgets 3.3 (wxPython 4.3) changed wxAuiManager to bind its size handler to the managed window instead of pushing itself as an event handler. Bound handlers run newest first and stop at the first one that does not skip the event, so the map panel's own size handler, bound after the manager was created, swallowed the event. The manager never laid out its panes and the map window kept its initial size.
