This PR Fixes #4826
The Console shows each piece of text written to stderr as a separate line.
Python 3.11 and 3.12 print a traceback in many small pieces (the indentation,
each caret, the exception name, : , and the message separately), so the
Console showed blank lines, one caret per line, and the error message split
over three lines. Since Python 3.13, tracebacks are printed in whole lines.
GStderrnow keeps an incomplete line until the rest of it is written.
