fix(mcp): report connection errors and timeouts to MCP clients - #1165
When the MCP server can't reach OpenCRE, or a request times out, clients only get Internal MCP tool error.. RestClient doesn't catch requests exceptions, so they skip the RestClientError handlers in server.py and land in the catch-all that's meant for unexpected bugs. The real cause was only in stderr.
Change
call_spec() now catches requests.RequestException around the _send() call and raises RestClientError with one of these:
timeout: OpenCRE at https://opencre.org timed out after 30s
connection errors: Could not reach OpenCRE at http://127.0.0.1:5999 (ConnectionError)
anything else from requests, like a broken response body: Request to OpenCRE at http://127.0.0.1:5999 failed (ChunkedEncodingError)
Timeout is checked first because ConnectTimeout is also a ConnectionError. The message only has the base URL (without user:password@, the query or the fragment), the timeout and the exception class, and it goes through _scrub() like the REST error text. The original exception is chained, so the traceback server.py logs still shows it. server.py already returns RestClientError text to the client, so it didn't need changes. Exceptions that don't come from requests are handled as before, so unexpected ones still become Internal MCP tool error..
Tests
Two new tests in mcp_public_tools_test.py:
test_send_failures_say_what_went_wrong uses a fake session to check the message for ConnectionError, SSLError, ReadTimeout, ConnectTimeout, ChunkedEncodingError and InvalidJSONError, with secrets in the base URL's user:password@, query and fragment, which never appear
test_network_errors_are_tool_errors_not_internal_errors points a real requests.Session at a closed loopback port, goes through build_server and checks that the client gets the message instead of Internal MCP tool error., and that the logged error still has the requests exception as its cause
Both fail on main, and test_unexpected_internal_errors_are_sanitized still passes.
I also ran the stdio server against a closed port and against opencre.org, where get_documents_by_tag with family:standard currently takes over 30 s (#1087). Both now return the new messages.
make test: 1095 tests, OK (6 skipped)
make lint: no changes, OpenAPI guardrail OK
make mypy: 2132 errors, the same as on main, none in the changed files
the MCP test modules also pass on Python 3.12.3, which CI uses
RestClient didn't catch requests exceptions, so a refused connection or
a read timeout fell through to the catch-all in server.py, and MCP
clients only got "Internal MCP tool error.". The real cause was only in
the server's stderr.
Catch them around the _send() call in call_spec() and raise
RestClientError with a message that says what happened: a timeout,
OpenCRE not reachable, or some other request failure, plus the base URL
and the exception class. Credentials in the base URL are left out, the
message goes through _scrub() like REST errors do, and the original
exception stays chained so the server log still has the details.
FixesOWASP#1163.
Network request errors now distinguish connection failures, timeouts, SSL issues, invalid responses, and other request problems, making failures easier to understand.
Error messages no longer expose authentication credentials or sensitive details from request URLs.
Failed requests are reported as tool errors, while underlying diagnostic details remain available in logs to help investigate the issue.
Walkthrough
The REST client now converts request exceptions into sanitized RestClientError messages. Tests cover connection, SSL, timeout, chunked-transfer, and JSON failures, plus MCP tool errors and logging of the original cause.

Summary
Convert and report request failures application/mcp/rest_client.py, application/tests/mcp_public_tools_test.py
RestClient.call_spec converts request exceptions into RestClientError messages that identify the failure type or timeout duration and redact URL credentials, query parameters, and fragments. Tests verify the messages, MCP tool errors, and the logged original cause.
A misconfigured base URL can expose a password to MCP clients; sanitize it before merging. A rare port-reuse race may also make a test flaky.

Full details: Linked Issues check
Explanation
Issue #1163 requires client-visible tool errors for OpenCRE connection failures and timeouts, and Internal MCP tool error. only for unexpected errors. The whole-PR diff of application/mcp/rest_client.py (base to head) shows call_spec() wrapping self._send(...) in try/except requests.RequestException. The handler calls _send_failure_message(), then raises RestClientError(_scrub(message, token)) from exc. _send_failure_message() checks requests.Timeout first, then requests.ConnectionError, then other requests failures. It returns OpenCRE at <base> timed out after <timeout>s, Could not reach OpenCRE at <base> (<ExceptionClass>), or Request to OpenCRE at <base> failed (<ExceptionClass>). These match the formats requested in #1163. The base URL drops user:password@, the query, and the fragment. The original exception is chained, so the server log keeps the requests traceback. Non-requests exceptions are not caught here, so they still reach the existing catch-all in server.py. The change since the previous review adds the URL sanitization and the _scrub call. The previous PASS conclusion for the core behavior remains supported by this code. The test behavior described in the PR (fake-session message checks and the real refused-connection build_server test) comes from the PR description and the file summary. I did not re-read the test file at head in this review.
Full details: Out of Scope Changes check
Explanation
The whole-PR file scope consists of application/mcp/rest_client.py and application/tests/mcp_public_tools_test.py, per the raw summary. The rest_client.py diff only adds the urlsplit import, the requests.RequestException handler in call_spec(), and the _send_failure_message() helper. All of these implement the request-failure messaging required by #1163. The test file changes cover the same behavior. No unrelated product behavior or unrelated files are identified. The PR states that server.py was not changed, and the summary lists no change to it.

Add one real Requests transport test for connection refusal.
_FailingSession follows existing local-stub patterns in this file, so it does not violate the guideline's literal prohibition on mocks. However, both new tests inject requests exceptions before Requests runs. They verify exception formatting and MCP propagation, but they do not verify that a real requests.Session produces the connection failure handled by RestClient.
Keep the deterministic exception matrix, and add a separate loopback test with a real Requests session.

A secret in the query string or fragment of OPENCRE_BASE_URL would
still show up in the error text, so drop both along with
user:password@. The path stays, because a base URL with no scheme
(like "opencre.org") ends up there.
The build_server test now uses a real requests.Session against a closed
loopback port instead of a fake session, so it covers the real
connection refusal as well as what the MCP client gets back.
@coderabbitai about the nitpick on a real transport test: in ea071ef the build_server test now points a real requests.Session at a loopback port that was just closed, so it covers the actual refusal and what the MCP client gets back. I kept the fake-session table for the exact messages.

@ShaanGS, thanks for the update. The test now targets a just-closed loopback port through build_server and checks both the MCP error message and the logged requests.ConnectionError cause. The fake-session table retains exact-message coverage.
This addresses the real-transport test nitpick. I verified the test code but did not run it.

Handle user-info in scheme-less base URLs before scrubbing.
normalize_base_url accepts user:password@example.com. urlsplit treats user as the scheme, so _send_failure_message does not find the password in netloc. The resulting RestClientError exposes the password through the MCP response. Parse scheme-less user-info as an authority before removing credentials.

# Secrets can sit in user:password@, the query string or the fragment.

netloc = parts.netloc.rpartition("@")[2]
