fix: preserve CRE metadata and embedding cache content - #1210
saves metadata when adding a new CRE and reuses the same text for the embedding cache check, provider request and stored content. existing-CRE metadata updates are unchanged.
adds tests for metadata round trips, unchanged cache hits and metadata changes.
tests: 70 focused tests pass; full unittest discovery passes twice (1101 run, 6 skipped). black and flask routes pass. the skips cover missing fixtures, opt-in benchmarks and postgres-only tests.
@northdpole ready for review. this keeps existing-CRE metadata updates unchanged and covers the metadata round trip and embedding cache cases with regression tests.

Summary by CodeRabbit
Bug Fixes
CRE metadata is preserved when records are saved and retrieved, including when metadata is absent or an existing record is added again.
Embedding updates now reflect metadata changes within the text sent for processing. Unchanged content continues to reuse its cached embedding, while changes beyond the processing limit do not trigger an update.
Description changes within the processed text are reflected in embeddings, and the stored text remains consistent with the text sent for processing.
Walkthrough
New CRE rows now retain metadata. CRE embedding batches use normalized and truncated text that matches the text used for cache comparison and provider requests.
New CRE rows store metadata or an empty dictionary. Tests cover metadata retrieval and confirm that adding an existing CRE preserves its stored metadata.
Use consistent CRE embedding text application/prompt_client/prompt_client.py, application/tests/prompt_client_incremental_embeddings_test.py
Embedding batches use normalized, truncated text retained for each CRE. Tests verify metadata-related cache behavior and confirm that provider input and cached text match at truncation boundaries.

[#1209] The whole-PR summary reports that new CRE rows retain metadata and existing-CRE update rules remain unchanged. It also reports that cache comparison, provider input, and stored content use the same prepared text. Regression tests cover metadata round trips, cache hits, metadata changes, and the provider limit. The incremental diff was unavailable, but the whole-PR summary and reviewed tests support this assessment.

- Line 931: In the CRE embedding flow, truncate normalized text to the
8,000-character provider limit before cache comparison, then use that same
canonical value for batching and `add_embedding` persistence. Update the path
feeding `PromptHandler._litellm_get_text_embeddings` so comparison, provider
input, and stored `embeddings_content` all use identical text.

updated the cre path to apply the 8,000-character limit before checking the cache, and reuse the same text for the provider and storage. added boundary and cache-hit tests, plus docstrings for the touched methods. 72 focused tests pass; full discovery passes with 1103 run and 6 skipped.

Bind fake_db in the store closure to avoid a late-binding loop variable.
Ruff B023 reports that store uses the loop variable fake_db. The test currently passes. Each subtest calls store before the next iteration rebinds fake_db. A later edit that defers the call would write to the wrong fake database. Bind fake_db as a default argument. The same pattern exists in test_prompt_handler_cre_metadata_cache, but Ruff did not flag that location.

Bind fake_db explicitly in the nested store function.
The store function reads fake_db from the enclosing loop scope. Ruff reports B023 here. The test works today, because the call runs in the same iteration. A later change that defers the call would use the wrong fake_db. Bind the value as a default argument.

bound each test callback to its own fake database to clear the late-binding lint warning. 72 focused tests pass; full discovery passes with 1103 run and 6 skipped.
