What changed
Lifecycle: Betadeclarationlink to the capability and qualification matrix
Why
The repository lifecycle and workflow/environment qualification are separate
concepts. The README should state the repository lifecycle once and point
readers to the maintained evidence matrix for qualified scope.
Impact
No runtime or packaging behavior changes. Public README copy now stays aligned
with the target-state product while the evidence matrix retains the precise
workflow- and environment-specific record.
