Apply Ubuntu security updates when building the Docker image - #1178

The Dockerfile installs packages without upgrading the ones the tomcat base image ships. The image gets Ubuntu security fixes only after tomcat rebuilds its base image, so a build in between carries the old packages: Trivy flags openssl 3.0.13-0ubuntu3.15 in the released image, fixed in 3.16. Install curl and unzip without recommended packages, as the OpenDJ, OpenIDM and OpenICF images do: the image needs none of them. The file had no license header; add the CDDL one.

Adds
apt-get upgradeto the Docker image build. Same change as OpenIdentityPlatform/OpenICF#186.Without it the image gets Ubuntu security fixes only when
tomcat:11-jre25is rebuilt upstream; an image built in between keeps the old packages. The releasedopenidentityplatform/openam:latestshows this: it was built on 2026-09-18 and Trivy still flagsopensslandlibssl3t643.0.13-0ubuntu3.15with CVE-2026-84782 (fixed in3.0.13-0ubuntu3.16), code scanning alerts #1555 and #1556.To be clear about scope:
tomcat:11-jre25has since moved to Ubuntu 26.04 withopenssl3.5.5-1ubuntu3.7, so those two alerts close with any rebuild. Today's base is still behindresolute-security, though:libfreetype6andlibpng16-16t64have security updates it does not carry, and the upgrade picks them up.DEBIAN_FRONTEND=noninteractivekeeps package scripts from prompting.curlandunzipare now installed with--no-install-recommends, as the OpenDJ, OpenIDM and OpenICF images already do. That leaves outbash-completion,krb5-locales,libsasl2-modulesandpublicsuffix, which the image does not use;ca-certificates, which the release download over HTTPS needs, comes with the base image. The file had no license header, so this adds the CDDL one.
Checked locally: the image builds with
--build-arg VERSION=16.1.3,apt list --upgradableinside it is empty, and the container turns healthy.
