Apply Ubuntu security updates when building the Docker image - #1191

Dockerfile-alpine runs apk upgrade, but the Ubuntu Dockerfile installs packages without upgrading the ones eclipse-temurin ships. Its image gets Ubuntu security fixes only after eclipse-temurin rebuilds its base image, so a build in between carries the old packages: Trivy flags openssl 3.0.13-0ubuntu3.11 in the released image, fixed in 3.16.

Adds
apt-get upgradeto the UbuntuDockerfile, asDockerfile-alpinealready does withapk upgrade. Same change as OpenIdentityPlatform/OpenICF#186.Without it the
latestimage gets Ubuntu security fixes only wheneclipse-temurin:25-jre-nobleis rebuilt upstream; an image built in between keeps the old packages. The releasedopenidentityplatform/opendj:latestshows this: Trivy flagsopensslandlibssl3t643.0.13-0ubuntu3.11with CVE-2026-84782 (fixed in3.0.13-0ubuntu3.16), code scanning alerts #1303 and #1304.Today's base image already has
openssl3.0.13-0ubuntu3.16, so those two alerts close with any rebuild. It is still behindnoble-security, though:libfreetype6andlibpng16-16t64have security updates it does not carry, and the upgrade picks them up.DEBIAN_FRONTEND=noninteractivekeeps package scripts from prompting. The workflows build without a layer cache, so the upgrade runs on every build.Checked locally: the image builds with
--build-arg VERSION=5.1.2, hasopenssl3.0.13-0ubuntu3.16,apt list --upgradableinside it is empty, and the container turns healthy.
