196 check the readmes for opl and oal and ofl for updates wrt joining

Update OPL README to hopefully be clearer about goals, and how to contribute.

If we are happy with this, we can re-use (copy) this style + format for OAL + OFL. (Just need to edit the google form link.) I will hold off on doing that until this is approved to avoid duplicating work.

Should we also include a short section somewhere to link to the other libraries (OAL and OFL here)? While that information is findable by going back to the main page, it might make it easier for people to see the link if they only start out interested in one aspect.

That is a great idea, I have now integrated that into the README.
