Adds matching C for PAL func_0048AE20 (84 bytes). It resolves the supplied handle through func_0048B428, writes the value capped only above at 1.0 to entry offset 0x20, and returns whether the lookup succeeded. It retains the unused first argument and introduces no lower clamp.

The file-wide -ffast-math flag makes the ordinary C conditional compile to retail's min.s; the existing compiler/assembler pipeline is unchanged.

Validation: compiled the final source through the repository's SN compiler and tools/cc.sh, including its file flags; all 84 bytes match PAL retail at catalogue address 0x0048AE20. Independently resolved the call relocation, including its object addend, to 0x0048B428. Both versions of tools/progress.py --check and tools/match_map.py --check, plus git diff --check, pass.

Only the new verified PAL map row and US other row were added; every previous row was retained. Reports/README were regenerated; the US report is semantically unchanged. Based directly on upstream main independently of the other open PRs; PAL changes from 5,138 / 396,888 to 5,139 matched functions / 396,972 bytes.

The baseline sources passed a full compilation in preceding work; this final new source was compiled and byte-checked separately. No US image is available locally, so global US match/relocation audits were not run. No retail data, disassembly, SDK sources or toolchain files are included.

Preserve the handle lookup, upper-only float cap and success result of
func_0048AE20 with a file-wide fast-math flag for retail's min.s.
