No documentation update: tests/unvqdec checks the C++ decoders against golden vectors recorded from the original assembly, so documented behavior is unchanged.

Translates VQ block decoders to C++ and converts them to use modern type for params. Includes tests with inputs and output vectors generated from the old assembly code for validation.
