Description

Follow-up to #427 (comment)

Informational tooltips could not be opened on touch devices, leaving mobile users unable to access helpful details. Add tap-to-open popovers for touch input while preserving desktop hover and keyboard behavior. Tapping the trigger again, tapping outside, or pressing Escape dismisses the popover.

Additional context

Added end-to-end coverage for desktop hover and keyboard focus, touch interactions, and large touch screens. The focused checks, frontend typecheck, lint, formatting, and translations checks passed.

Information tooltips were inaccessible on touch screens because they only opened on hover. Use tap-to-toggle popovers on touch devices and cover desktop and touch behavior with an E2E test.

@alex289 Did you test it on a phone? It does actually not work on a Windows device with touch.
