Code Change

• Changes the pinned foundry version to 1.8.3
• Changes deploy script to make the 5/8 the owner instead of timelock
• Contract was deployed before the script was changed. So the deployer manually transferred ownership to 5/8 (5/8 still has to claim separately): https://etherscan.io/tx/0xef82c80db214c18b4e95f4c16dc4d71c77b95d804325083e1923747c56aa8fa5
