Allocate before rebase and missing ABIs

Summary

• Add mainnet deployment descriptors for the HyperEVM and Base cross-chain strategy proxies, so Talos can resolve their names in strategy-move proposals.
• Update the standalone OUSD, OETH, and SuperOETH rebase actions to call allocate() and wait for it to succeed before calling rebase(). This lets each vault allocate eligible idle assets first.
• Update the Talos action documentation.
