## Bar for CI-only changes

**Weighing a Fix** in the bundled `running-in-ci` skill already says to fix
waste only when the fix is a simple knob. Read it as covering this repo's CI
runner time, not only tend's own session compute: a job that burns its 6h cap
because an upstream mirror stalled is exactly the "run lost to a blip that a
later tick retries" case, and sweeps here have read that rule too narrowly.

Concretely, for a change whose only benefit is CI runner time — timeouts,
retries, caching, job ordering, runner sizing — require all three:

- **Recurrence across incidents.** Several run IDs spread over weeks — not one
incident, and not several runs inside a single upstream outage window. Count
distinct windows, not distinct runs.
- **A cost beyond minutes.** It hides a real failure, blocks a release, or
leaves `main` red. A job GitHub cancelled at its 6h cap, which a re-run
recovers, is only minutes.
- **A proportionate fix.** A line or two, ideally in one file. A new script, a
retry loop, or edits fanning out across several workflows is over the bar
however well-evidenced the problem is — and stays over it after review
feedback grows the diff further.

When it doesn't clear the bar, note the observation on the triggering thread or
in the sweep's summary, with the run IDs, and stop — no issue, no PR. This
governs self-initiated work from `tend-nightly`, `tend-review-runs`, and similar
sweeps; maintainer-requested CI work and a genuinely red `main` are outside it.
