The first real consumer fixture stopped before running the backport installer: Ubuntu protects the active coreutils provider, so the attempted GNU baseline could not be resolved. Construct that disposable baseline using Ubuntu's documented provider transition, then require the installer to preserve the chosen provider. The documented removal option is confined to fixture setup; the installer continues to use no apt, force flags or provider changes.
Reuse the exact PCRE2 packages already qualified by the previous workflow's successful build and qualification steps. The original whole run/job remain recorded as FAILURE, its consumer step as FAILURE and publication as SKIPPED. Bind the artifact ZIP, API ownership, producer/source recipe, package hashes, licensing and three owning-test receipts before reuse. No unmodified native package suite is recompiled or rerun. The current static installer still receives its normal compiler and unit-test gate.
The GNU runtime package pin matches the existing reviewed Server Ubuntu security lock (9.7-3ubuntu2.1). Existing provider-preservation, package-integrity, dependency, ABI, consumer and anonymous-publication gates remain required. No runtime, deployed site, firewall or production database is modified by this change.

Validation: 25 focused qualifier tests, exact original PCRE stage/source/package evidence, source-lock check and workflow/static checks passed. Real GNU/uutils installation remains pending the corrected main publisher; it is not claimed passed by these source checks.
