Aligns existing release-verification constants and source-only mutation oracles with the qualified Web199/Engine356 artifacts and Server556. The existing VEX/package assertions and officially-unfixed ledger are unchanged except for the new release identity; no new CVE exceptions or weakened gates.
Validation: all 47 current packaging-contract cases pass, including stale hash/source, swapped component, old VEX release and omitted-gate rejection. The original publisher stopped before any image/tag creation on a missing release-note boundary, already fixed in PR387. This delta completes the remaining exact-coordinate gate inputs before rerunning publication. Production is untouched.
