Server559 publication stopped before publishing because its OpenPGP consumer guard still pinned the previous Compose executable. Bind the existing package-scoped decision to the qualified 0.14.40 binary; no advisory, module, path or severity scope expands.
Install Ubuntu26.04 official libbrotli1 1.2.0-3ubuntu0.1 after verifying the immutable backport bundle. Retain its original helper and seven evidence files, then independently verify the official signed index/deb, actual dpkg/library bytes and final SBOM. The other twelve package checks retain exact versions. Source wrappers neither rewrite findings nor add VEX exemptions.
Validation: three focused OpenPGP guards, six official consumer cases and three directly affected source contracts passed. An isolated existing-image container passed normal package installation, three-library linkage, ordinary roundtrip and truncated-input controls; current Server, nineteen volumes and ping were unchanged. Original publisher and fixture failures remain retained. Required CodeQL, full candidate build/scan and QA deployment remain pending. The unused v1.6.559 tag has not been published or overwritten.
