Bumps composer.json, etc/module.xml, and README.md's Version line together. Finalizes CHANGELOG's Unreleased section (#69 webhook order resolution and closed-order acknowledgement from PR #81, plus the MFTF checkout-test race and package-content fixes from PR #82) as the 3.1.1 entry.
