Moves the web app template from `@pipelex/sdk` ^0.24.0 to ^0.25.1 and re-locks it, with the root changelog entry. The one breaking entry in between, 0.25.0's removal of the Pipelex Gateway key calls, reaches neither the template nor any action the scaffold writes, and the hook fix and the documentation fix in the same range reach nothing here either. `make all` passed, and one `/rev` pass at profile 1 was clean.
