The repo's wip/ notes and its tracked TODOS.md now live in the workspace's own wip repository, so the repo tracks no wip folder and the sdist stops publishing them. The citations of workspace documents become ledger item ids, and the prepare_inputs tests cite the repo's own docs/input-preparation.md for the behaviour both SDKs share.
