Summary

Raise the minimum and Ruff target to Python 3.10; replace the 3.9 CI boundary, remove cp39 wheel selection and update the manylinux selector and active/generated documentation. Python 3.15 support remains a separate change.

Local validation

  • Native sources built and loaded on Python 3.10 and 3.14; cp310 wheel and sdist built.
  • Bash syntax and cp39/cp310/cp311/cp314 selector boundaries verified; full configured Ruff passed.

Integration gate

Merge only after applicable current-head checks and required reviews pass; then verify the merge and close the tracking issue explicitly.
