Adding Digital Circuits shared questions bank to the OER questions page.

The sharing name for the course has a typo in it: QID: @Digital Circtuis

The sharing name for the course has a typo in it: QID: @Digital Circtuis

I can see in the docs that there is no way to change the sharing name of course. Is there any work around on this? I already got students enrolled in the course working on the circuit element, but have not share this yet with anyone, so I think renaming it would be better than creating a new one.

I manually renamed to pl-oer-digital-circuits, should be good to go now!
