Converts NEWS.md to usethis headings: one # Biomass_borealDataPrep (development version) section for all development entries (as use_news_md()/use_version() write it), and release headings as # Biomass_borealDataPrep x.y.z. Entry text is unchanged. Version 1.7.1.9002.

An earlier version of this PR also removed curl, httr, lme4, Require and tidyterra from reqdPkgs because they are only called as pkg::fun(). That is reverted: reqdPkgs is also the module's install list, so every package the module calls stays in it.

pkg::fun() resolves without attaching or importing the package, and LandR
already installs each of them; listed, they are attached for every module.

reqdPkgs is the module's install list as well as its attach list, so
packages called only as pkg::fun() stay listed.
