git doesn't accept it as a rename with the chagnes
I missed the one modal that had a cooldown field. I also added it to CommandHandler even though it's unused, to keep support for the feature

Resolves #26
Changes:
Rewrites the entire repository in TypeScript, fixing all resulting errors along the way. This PR also sets up eslint with the standard PretendoNetwork config.
UPDATE 2026-09-17: I figured out testing! I set up a dummy Discord application and linked to it in
config.json. I tested every slash command, context menu, and the automatic help, and everything seems in order. As far as I'm concerned, this PR is ready for review, with the caveat that if PretendoNetwork/error-codes#37 is merged tomaster, I can safely removeerror-codes.d.tsfrom this PR. @jonbarrow
