Hello PyAV binary-build maintainers,
We are completing redistribution records for MARNE V2T, a commercial Windows voice-to-text application. Our current package uses av-17.0.1-cp311-abi3-win_amd64.whl; the PyAV v17.0.1 vendor pointer identifies pyav-ffmpeg release 8.0.1-5.
I read PyAV-Org/PyAV#2270 and understand that PyAV's BSD source license does not by itself describe the bundled native binaries. To resolve the exact Windows bundle, could you point us to:
- The applicable license texts and complete notices for its FFmpeg, x264, x265 and OpenH264 binaries, including the actual text/scope of any commercial exceptions and whether downstream redistribution of these exact binaries is covered.
- The corresponding source revisions, patches, build recipe and any binary manifest for
8.0.1-5 as used by this Windows wheel.
- The matching source/rebuild or relink materials available to downstream distributors.
Our avcodec reports "LGPL version 3 or later" with --enable-version3, --enable-libx264, --enable-libx265 and --enable-libopenh264. Its identity is:
avcodec-62-3940774d70936a4a2ea89886c85e9317.dll

The later comments in #2270 discuss a different PyAV/vendor version, so we do not want to assume those records cover 17.0.1. I emailed WyattBlue on September 22 and am asking here in case this project's build maintainers own the records; happy to consolidate in the preferred channel.
Links to existing records or a referral to their owner would be very helpful. This is a documentation/provenance request, not a request for a new license grant or a purchase commitment.
