ROMhacks are installed as standalone games. Remove the legacy Base selector from both desktop and controller title-home menus, while preserving existing saves, Mods compatibility checks, and explicitly configured developer bases.

The companion n64lle 0.449.0 update marks Startup, Romhack, and PIF ROM options developer-only; normal settings discover no public System controls from those declarations. There are no other UI layout changes and no Runtime pin change.

Validation: Windows Release retro-hub build and --version smoke; hub_core_settings, hub_romhack, and hub_title tests (3/3). Rebuilt core --describe confirms restart, netplay, developer for all three diagnostic controls. Current live gameplay was left untouched.

Tracking: beads-hn9l.2.35.
