AGENTS.md now records origin/tyai roles, that master carries the competition content (upstream PR Scaxlibur#27), the advisor branch and the local wbflow helper; the custom device TODO points at the TYAI-for-wavebench issues with the fork copies as a secondary column.

Proposes a second plugin category alongside the existing instrument plugins, so
that System One style decision models can be plugged in without putting vendor
specifics into Core:

- introduce category = instrument | advisor, with its own entry point group
  (wavebench.advisor) and API version gate, instead of extending PluginKind
- keep the data-egress consent gate and the wavebench.decision.v1 artifact
  contract in Core, so every advisor gets the same preview/consent/audit surface
- ship a deterministic builtin rule_advisor so the category is testable offline
  and the "beat the deterministic baseline" comparison is executable
- record the six proposed decisions and the acceptance gates

Status is Draft. This commit changes documentation only; no Core behaviour.
Brings the WaveBench x Jev draft track (seam v2, Core stage-1 skeleton, findings and planning files) under docs/project/design/advisor-draft so the work is reviewable in-repo; the RFC itself already arrives with the PR Scaxlibur#20 commit.
Adds services/advisor_consent.py (default-off gate, deterministic preview, consent scoped to endpoint set, field set and run id) and services/decision_artifacts.py (wavebench.decision.v1 writer with exclusive creation and no run directory means no artifact). Extends config with an append-only [advisor] section whose enable switch requires both allowlists, documents the egress boundary in the configuration reference, and covers the contract with 29 offline tests.
Records the master perspective: upstream base plus competition package plus advisor work, the origin/tyai roles, the divergence between the master and competition copies of the skill package, the bridge.py Ruff gate, and the release-based packaging policy.
Reformats bridge.py so E701/E702 stop failing the Ruff gate, scopes the package test run to its own tests directory, and removes the 测试区 scratch script (kept outside the repo) so 'ruff check .' is green again.
ruff format splits the one-line statements in bridge.py so E701/E702 no longer fail the Ruff gate, and testpaths keeps pytest from collecting the vendored wavebench tests.

这个 PR 把比赛作品包(含一份 wavebench 源码快照、9 MB 的打包 zip 与采集产物)和 advisor 实现一并提了上来,共 535 个文件,无法按上游贡献评审,也不适合把上游项目自身的副本合进上游。比赛内容不再面向上游提交;需要上游协作的部分(例如 advisor 的外部状态同意门与 decision artifact)会另开聚焦 PR,并引用 #20 的 RFC。关闭本 PR。

PR Scaxlibur#27 is closed: competition content no longer goes upstream, and upstream-facing work starts from upstream/master on a focused branch.

PR Scaxlibur#27 and the focused advisor draft PR Scaxlibur#28 are closed: upstream-facing changes now start from upstream/master, while this fork keeps the competition package.
