准备 WaveBench 0.8.28：运行时版本统一读取安装包 metadata，新增 --version，并统一插件的 PEP 440 兼容范围。Dev push 执行 CI；新增 Linux／Windows 独立 wheel 安装验证，tag 工作流在源码、文档和发行物检查全部通过后，使用同一份附件创建 Release 草稿。
同步发行包／固定 tag／Dev 安装入口、示波器观察与 MCP 文档，补齐 CHANGELOG，并提供 docs/releases/v0.8.28.md 发布说明。
验证：本地全量 2695 passed、4 skipped、221 subtests；最终聚焦 76 passed；Linux 独立 wheel 安装、tag／metadata 一致性、Ruff、生成 Reference、MkDocs strict 和 diff 检查通过。本地依赖安装使用 uv 缓存；跨平台结果以本 PR CI 为准。无实机操作。
