fix(delivery): feedback cycle mounts only for repos with a Rust file #2109

Symptom

On a repository with no .rs file, Delivery never admits pull requests: the project-open feedback cycle refuses to mount, so no GitHub review generation is ever published, and /api/delivery/overview stays pull_requests: not_published even with a public [[github_review_sources]] registration.

Daemon log (isolated HOME, ScriptedAlchemy/open-claude-in-chrome, TypeScript only):

deferred feedback cycle could not mount event="feedback_advisory_mount" outcome="deferred_failed" project=/tmp/wg-journey/repo reason=config error: project-open provider code-index identity failed: feedback-code-index-rust-document-unavailable

Cause

crates/tracedecay-code-index-runtime/src/code_index_scheduler/registry.rs: when no document_uri is given, the feedback document identity picks the first indexed file whose extension is rs and fails with feedback-code-index-rust-document-unavailable otherwise. The advisory mount does not pass a document, so every non-Rust project is excluded from the GitHub review pipeline.

Related observation

On a Rust repo whose open PR comes from a fork (dtolnay/anyhow#463), the review producer reports git_hub_review: unavailable; GET /repos/{owner}/{repo}/commits/{sha}/pulls returns [] for fork-headed commits, so exact-commit discovery never finds the PR.

Found while running the runtime journey for the Delivery agent-usage plate.
