deps: bump Angular minor-and-patch group, pin sourcemap-codec to 1.6 - #497

Supersedes #478. @angular/compiler-cli 22.2.x imports encodeRangeMappings from @jridgewell/sourcemap-codec, which only exists in 1.6.0+, but still declares ^1.4.14. The deduped lockfile kept 1.5.5 for that range, breaking `ng build`. Refresh the codec so every range resolves to 1.6.0, and rebase the bump onto current main. Why #478 failed
@angular/compiler-cli22.2.x importsencodeRangeMappingsfrom@jridgewell/sourcemap-codec. That export only exists in 1.6.0+, but compiler-cli still declares^1.4.14. Dependabot's lockfile reused the existing 1.5.5 entry for that range, song buildfailed in both Angular samples:Recreating the Dependabot PR wouldn't help, because main's lockfile still resolves
