ci: publish image to GHCR (pull + run locally) - #5

Extends the existing `image` job to push the already-built, fail-closed-verified image to GitHub Container Registry so it can be pulled and run locally: `docker pull ghcr.io/settletop-inc/coderoot-repo-assessor`. Only pushes on main (:latest + :sha-<short>) and release tags (:vX.Y.Z); PRs/feature branches build+test only. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
