End business goal: To make it possible to apply changes to the weather anomaly notification feature quickly and reliable

Acceptance criteria:

• Refactor code to use ViewModel instead of Model with INotifyPropertyChange interface
• Apply principles of MVVM to the codebase
• Use Command Pattern
