Removes AGENTS.md from the tracked tree. Operator instruction files are kept local-only on operator machines and are not part of the published repository content, matching how other local operator files are already handled (ignored, never tracked).
No runtime, build, or CI behavior changes.
Part of a fleet-wide documentation single-source pass (infra INF-247).
