feat(data): add competition - ISAC International Junior Music Competition

What this changes

Adds one competition to data/competitions/arts_design.json: the 3rd ISAC International Junior Music Competition (2027), run by Ise-Shima Art Company Co., Ltd. (Japan).

This was submitted to the team by email by Ise-Shima Art Company (info@iseshimaart.com); after being pointed at the PR process they said they could not open a PR with their current GitHub access, so this PR is opened on their behalf. The record content (name, organizer, subjects, description, fee, prize, dates, added_by, verified) follows their submitted JSON; two URL fields were adjusted only to satisfy the repo's minimum-distinct-source-URL rule (see below).

Record added (id isac-international-junior-music-competition): ages 3 to 17, worldwide, online submission of a single uninterrupted 30s-10min performance video on any instrument or solo voice; paid entry (JPY 5,000 standard, JPY 7,000 in the final 14 days, optional +JPY 3,000 jury report); every valid entry receives a graded award.

Validation

Run locally on this branch:

• npm run validate -> all 15 files clean, 0 errors
• npx prettier --check data/competitions/arts_design.json -> passes
• node scripts/check-data-freshness.mjs -> this new record is not flagged (the 11 stale records it reports are pre-existing and untouched here)
• CI: validate-data, build, lint-typecheck pass. unit-tests fails independently of this change (see the comment below).

Provenance

Forwarded email thread contains two senders on the same domain: Valeriia Makshakova (original) and Sumio Kobayashi (follow-up). added_by is set to kobayashisumio-hub from the submitted record.

Note on CI: validate-data, build, and lint-typecheck pass. unit-tests fails, but not because of this change.

The failure is src/lib/exam-dates.test.ts -> "sat-2026-10 is either upcoming or explicitly archived". That test reads src/lib/exam-dates.ts, where the sat-2026-10 event has examEnd: 2026-10-03 and no archived: true. Today is 2026-10-16, so the event is in the past and the test fails on main too. The test never reads competitions, and this PR only touches data/competitions/arts_design.json.

This is a pre-existing, date-dependent failure unrelated to this PR.
