fix(license): ship the full Apache-2.0 text, not the short notice - #35

GitHub reports NOASSERTION for this repo. The cause is not a missing license: the LICENSE file exists, but it is the 750-byte short-form notice that *references* the license without including it. GitHub Licensee matches the full 11KB text, so a short notice reads as undetected. This is legally thin as well as machine-unreadable. The short notice states the grant but not the terms that carry it: no express patent license, no contributor-licensing-in, no redistribution conditions, no warranty disclaimer. Replaced with the canonical 202-line Apache-2.0 text plus the same copyright notice, 11,951 bytes. No source files touched. Verified: TERMS AND CONDITIONS and the APPENDIX are both present, and the copyright line is preserved verbatim from the previous file.
