Same treatment as #147, this time for pp-form-cell. The three scripts collapse into one ApplyScaffold.ps1 passing both cell.xml and dialogcell.xml so the library can pick the right fragment for dialog forms.
Needs the FormCell applier from TALXIS/platform-metadata#89 and the CLI command from TALXIS/tools-cli#187, so don't merge before those ship.
