Same treatment as #147, this time for pp-form-column. Add.ps1, LocateForm.ps1 and Cleanup.ps1 collapse into one ApplyScaffold.ps1 calling txc workspace component apply-scaffold with component type FormColumn.
Needs the FormColumn applier from TALXIS/platform-metadata#91 and the CLI command from TALXIS/tools-cli#187, so don't merge before those ship.
